Tri Star delivers highly qualified and experienced system engineers and senior technicians with established proficiencies in applicable legacy electronic systems and equipment. We provide engineering and technical support in the design, development, test and evaluation phases for various advanced weapon systems and subsystems. Tri Star conducts engineering investigations to evaluate equipment operational performance and life cycle sustainment elements against applicable drawing specifications. We support the development and evaluation of Engineering Change Proposals (ECPs), perform studies, investigate and resolve issues in equipment concerning performance, reliability, technology application and program design for our customers. Our engineers perform reverse engineering on electronic assemblies that are no longer supported by an approved drawing package. We update designs to reflect obsolete and diminishing supply components replaced with newer and readily available form-fit-function components and we provide updates to the related Technical Data Packages.
Tri Star develops, coordinates and maintains logistics cost and schedule management, risk management, and data management. We work closely with our customers to develop an Independent Logistics Assessment document package, providing updates and coordinating deficiency correction and a "kick-off" presentation to support Milestone Decision Authority decisions on various phases of ACAT programs. We also coordinate with NAVSEA, OPNAV, In-Service Engineering Agents, COMOPTEVFOR, NAVICP, and designated contractors to accurately develop update and maintain Support Data, the corresponding spares spend plan, and the allocation/distribution of spares funds. Our personnel provide logistics engineering expertise and support analysis for the development of Field Changes and Engineering Change Orders. We also participated in the development, coordination, tracking, review and update of the Integrated Logistics Support Plan (ILSP). We conduct maintenance planning and analysis to ensure compliance with USC Title 10 CORE government logistics maintenance capability and public/private partnering standards. Additionally, we perform and document Training Planning Process Methodology (TRPPM) analysis to assist in formulating manpower requirements. We evaluate, review, and assist with the development of training requirements, training outlines, and training materials. We also develop and maintain Navy Training System Plan (NTSP) and Manpower Estimate Reports (MER), and perform and document Training Situation Analysis (TSA) as needed.
For Configuration Management, Tri Star personnel analyze data relating to System equipment, computer programs, and firmware for correlation and applicability to baselines, ship classes, warfare areas, and program assets. We collect data from authoritative sources including sponsoring organizations, field activities, test teams, other contractors, and Participating Managers (PARMs). Our personnel analyze data, conduct comparisons, perform studies, resolve discrepancies, prepare reports/briefings/flow charts, and propose recommendations to our customers. Tri Star develops new business rules to support new technologies and procedures as well as provide coordination among all interrelated tasks within the CM Program to ensure information flow, timely resolution of issues, and overall continuity of operations relative to CM processes. Our personnel provide CM support for CI/NDI Management. This includes participation in CI/NDI working groups and CM Management Teams to recommend policies, procedures, guidance, and business practices for the introduction and maintenance of advanced systems. Our personnel also perform combat system CM support for modernization programs. We provide support in the requirements definition, planning and execution of the associated CM programs, document and execute requirements for implementation of technology refreshment and insertion of CI/NDI equipment, computer programs, and firmware used in the modernization of these ships.
For Provisioning and Supply, Tri Star personnel compile and enter initial configuration and technical provisioning/re-provisioning data into databases such as the Interactive Computer Aided Provisioning (ICAP) System. Our personnel load/download files, coordinate provisioning meetings to review and finalize all Allowance Parts List's, and analyze and develop data for sparing models for supportability, maintainability, and reliability. We also prepare reports, plans, metrics, and schedules as related to the provisioning and reliability and maintainability tasking. Tri Star personnel developed Performance Based Logistics (PBL) agreements to support the Navy's Training and Underwater systems. We have developed and won PBLs for Navy Radar Systems managed by NAVICP Mechanicsburg. Pa. We have coordinated the NAVICP Repair Program between major Navy Commands, NAVICP and other support contractors and DoD Systems Commands.
Tri Star is a Fully Qualified Corporate Navy Level III Certification Agent. Our personnel are DoD 8570 certified, and have been working in the accreditation field since 2003. Tri Star personnel achieved 5 Authority To Operate (ATO) approvals from Naval Network Warfare Command in 2009. Tri Star employs level 1, and level 2, certified Information Assurance personnel and holds one of the largest number of information assurance workforce (IAWF) members in the Midwest. Tri Star is currently responsible for the Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) package preparation and reporting for Special Mission programs and Distance Support systems, both for the Navy and USMC. Our personnel are currently working DIACAP packages, while maintaining FISMA compliance, DADMS, and DITPR-DON records in good standing. Tri Star personnel have in-depth knowledge of Public Key Infrastructure (PKI), cryptography, encryption, ports and protocols through the integration of software across multiple security domains (SIPRNET, NIPRNET and JWICS). Tri Star personnel also have Navy/Marine Corp Active Directory (AD) experience through the Distance Support lab. Tri Star personnel currently support Microsoft SQL 2000, SQL 2005, and Oracle databases. Tri Star personnel have experience in Oracle based systems through support of RMMCO and EPLS. Tri Star also supports Secure Wireless, FIPS encryption, LAN and WAN services, Web sites, system engineering tests, upgrades, and operational support.
Tri Star provides Independent Verification and Validation (IV&V) support for customers through tools to evaluate form, functionality, and viability of mission capabilities. Our test teams are responsible for deploying the configuration controlled application in the test environment, and initiating regression testing, functionality testing, and load testing procedures. Tri Star provides all of the engineering, development, test support and lifecycle management for the JAMISS and Automated Armory products. Tri Star also supports configuration management, network management, installation, and change control for military networks. We maintain the Special Missions Enterprise from end to end, which includes the cradle-to-grave management of information systems within the Special Missions enclave at a major Navy Command. We support replication services, and net-centric replication of data throughout the Global Information Grid (GIG). This lifecycle management of information systems includes hardware preparation, operating system installation, security lockdown, validation, scanning, certification and accreditation, activation, fielding, maintenance, technical refresh (hardware and software), and eventually decommission.
Tri Star has provided extensive programming and software development knowledge supported by the development and integration of functionality enhancements to systems. Programming languages in use include VB.NET, HTML, XML, ASP.NET, and JavaScript, SQL Scripting, and others. Tri Star has extensive knowledge of DoD Unique Identification (UID) registry to include push/pull of data via software control and development. Our personnel developed the web based Navy/Marine Corps Small Arms Registry inventory application called MSADA. Tri Star was responsible for the conversion of the Microsoft Access database that housed the Navy/Marine Corps Small Arms Registry inventory into a web-based application with a Microsoft SQL Server database back end. We designed the interfaces into and from the MSADA application this unique knowledge and experience allows Tri Star to support seamless integration of reporting capabilities, and reinforces the DoD strategy of unified reporting and consolidation into enterprise repositories.
Tri Star's repair and refurbishment facility is located in Bedford Indiana at the Eastgate Business and Technology Park. Our facility has 48,200-ft² The square footage allows ample space for storage and includes a 5 ton (10,000 lb) overhead crane with a hook height of 25 ft and power capabilities that include 480VAC, 3-phase, 100 A, 60 Hz. Tri Star has complete on-site resources available to meet a variety of fabrication, overhaul, and repair requirements. We have the jigs, fixtures, equipment, vehicles, test beds, and plant equipment necessary to carry out depot level and field support work.
Tri Star performs Depot Level maintenance and repair of Surface Navy Air and surface radar systems, including rebuilding, assembly overhaul, modification, refurbishment, disassembly, test, analysis, repair-process design, in-service engineering, upgrade, painting and disposal of parts, assemblies, subassemblies, software, components.
Tri Star supports the development, design, and production of prototypes for surface search radar system design validation testing. Our personnel verify the design of electronic assemblies (modules, printed circuit boards, back planes, and wiring cables), subassemblies, and equipments to MIL-STD-1389. Tri Star also develops, tests, and modifies Test Program Sets. Tri Star designed and fabricated computer controlled alignment fixtures to measure alignment between two axis of spherical near field test equipment. We fabricated a probe mount for attachment to the probe arm, as well as fabricating an S-band 40 dB absorber over portions of the arms that reflected Radio Frequency (RF) back to the probe. Tri Star developed, acquired, and modified spherical near field computer programs to calculate and display far field radiation patterns from spherical near field radiation measurements in the field. As part of the verification and validation procedures, Tri Star reviewed the design of the spherical near field range and validated that the design is capable of testing an antenna to an accuracy of +.25dB of maximum gain and +.50dB of a -35dB side-lobe.
