I-SYS Engineering Inc.

ISYS Engineering Inc. provides a variety of industrial engineering related services, including facility layout and location, warehouse design and analysis, material handling system specifications, quality control, process improvement, reliability engineering, work measurement and methods
analysis, logistics and distribution system modeling. ISYS Recently completed work on a Phase I effort directed at developing a comprehensive master plan for supply operations at NSWC Crane. The work involved analysis of all current supply functions, including receiving, storing, handling, issuing, and transporting items and materials. Specific tasks included, reviewing existing supply data and information relating to current operations, reviewing under-utilized non-supply spaces for possible conversion to supply warehouse space, clearly defining what actions should be taken to improve the efficiency in supply operations to ensure economic storage, identifying structures with major habitable issues, developing rough estimates of costs and return on investment for new storage systems and racks, evaluation of the Naval Facilities Engineering Command (NAVFAC) transportation fleet and material handling equipment (MHE) to identify materials being moved and equipment usage, development of maps of proposed immediate and long-term changes to improve supply operations, and presenting and reporting findings and recommendations.

Project Design Systems

PDS senior staff are ex-government personnel with an insider’s knowledge of government processes and program management procedures.This "insider's knowledge" provides us with the insight to identify the pitfalls and problems likely to be encountered during the life cycle of a project.  We are proficient with project management software packages including MS Outlook and MS Project and their interaction with MS Access.
Financial Management
PDS staff has extensive hands on financial management expertise at all levels of the government including the Office of the Navy Comptroller and System Command Comptroller organizations. We have supported Program Offices in NAVSEA for fifteen years. Our analysts are known and work closely with NAVSEA 01 and 02 personnel.  PDS has developed extensive software products for use both internally and within the government to assist in financial management tasks. Our products are used to allocate funds, track contractor and government field activity financial performance, estimate costs and to evaluate Total Ownership Costs. All of our analysts are experts in Microsoft Office Professional including Access, and they routinely create program and financial presentations.  PDS financial management professional support expertise includes all aspects of Program Office requirements from drafting POM Issue Papers and budget exhibits to preparing funding documents. We have extensive experience supporting R&D, OPN, SCN and O&M appropriations, and using the Standard Accounting Reporting System (STARS). We have been particularly successful in the reconciliation of unofficial undistributed disbursements and negative unliquidated obligations. Our senior professionals have prior experience working with DoD executives and in Congressional liaison. They are experts in drafting responses to Congressional inquiries and other government agency questions or requests for financial information.
Acquisition Management
PDS personnel have extensive experience with the entire DOD 5000 acquisition process including concept exploration (CE), program definition and risk reduction (PDRR) and engineering and manufacturing development (EMD), low rate initial production (LRIP), production and fielding deployment. We are especially focused on the preparation of all the major DOD 5000.2 plans that make up a major system acquisition.  PDS personnel have thorough knowledge, experience, and understanding in all phases of DOD 5000.We have prepared Design Decision Documents (DDDs), Decision Coordinating Papers (DCPs), Operational Requirements (ORs), Acquisition Program Baseline (APBs), Cost and Operational Effectiveness Analysis (COEAs). Our staff is well versed with the instructions and requirements for preparing these documents.Acquisition Support
PDS personnel have received training in the latest procurement policies and the Federal Acquisition Regulation (FAR). We are intimately familiar with the development of the full range of acquisition documentation, including: System Segment Specifications (SSSs), System Segment Design Specifications (SSDSs), Contract Data Requirements Lists (CDRLs), Statements of Work (SOWs), and Procurement Requests (PRs).  We have a complete library of all military standards, DIDs and military specifications.   Life Cycle Engineering PDS approach to life cycle engineering is to insure that the basic design of the system is optimized for life cycle cost. We employ proven system engineering techniques to achieve this goal. We have developed an array of interrelated in house and commercial cost models that allow us to prepare cost estimates for all phases of the life cycle. Our personnel are experts in the preparation of WBSs and the identification of cost drivers that effect each of the elements in each program phase.

Systems Design and Analysis

Systems Design and Analysis (SDA), Inc. is an Indiana based engineering company providing engineering and management support services to military and commercial customers. SDA was established as a small business in 1986 to support the Navy’s Standard Hardware and Reliability Program (SHARP) providing systems engineering, electronic circuit design and analysis, software development, technical documentation, test
equipment, and program management support. These technical and management capabilities were provided to the Naval Air Warfare Center (NAWC), Indianapolis through two competitively won contracts from 1989 to 1997. SDA currently provides engineering and management support to the Naval Surface Warfare Center (NSWC), Crane through a small business contract. Examples of SDA technical capabilities are included from current and completed tasks.

BFTT-TSTS Integrated Logistics Support Provides Integrated Logistics Support (ILS) and Configuration Management (CM) in support of BFTT-TSTS related systems. Reviews integration efforts for ILS requirements and provide recommendations, develop schedules and plans and provide budget estimates for the efforts. Reviews system level baseline and build plans and identify/track and plan for ILS support needed for those
baselines. Develop and maintain CM Plan, develop and maintain schedules, and ILS Plans.

Predator UAV FLIR Integrated Logistics Support Provide acquisition and in-service integrated logistics support to assist in the development of analyses and documentation to facilitate the most efficient support concept for the assigned systems.  Review engineering drawings, specifications, reliability data and other technical documentation for the purpose of making recommendations related to maintenance levels, tools, support
equipment, spare parts, PHS&T, maintenance procedures, hazardous materials, personnel and training. Development of various types of technical reports related to supportability, reliability, maintainability, personnel, tools and test equipment, training, safety, hazardous materials PHS&T and spares. Provide configuration management (CM) support including assistance in establishing effective CM plans, processes, and database capabilities and review of CM documentation.

Predator UAV Multi-Spectral Targeting System (MTS) Logistics Lead for Air Force Version Provide acquisition and in-service integrated logistics support to assist in the development of analyses and documentation to facilitate the most efficient support concept for the assigned systems. Review engineering drawings, specifications, LMI data, reliability data and other technical documentation for the purpose of making recommendations related to maintenance levels, tools, support equipment, spare parts, PHS&T, maintenance procedures, hazardous materials, personnel and training. Development of various types of technical reports related to supportability, reliability, maintainability, personnel, tools and test equipment, training, safety, hazardous materials PHS&T and spares.  Provide configuration management (CM) support including assistance in establishing effective CM plans, processes, and database capabilities and review of CM documentation.

Trident Fire Control System Analyze Fire Control System module components suspected of being the cause of Trouble Failure Reports (TFR).
Provides Obsolescence assessments and recommends solutions for electronic components with identified or probable obsolescence issues. Performs similar tasks for the Launcher Subsystem.  Provides a critique of the evaluation process for plastic encapsulated semiconductors proposed for use in the redesign of a number of modules. Monitor semiconductor industry manufacturing processes and material selections to identify potential reliability issues.

Trident Fleet Ballistic Missile (FBM) Inter-Facility Transportation Equipment (IFTE) Supports the planning, implementation, and performance monitoring of COTS upgrades to the IFTE. This includes requirements analysis, design, documentation, fabrication, testing, and field performance evaluation.  SDA designed, developed, and manufactured a rugged 50 amp battery charger for use in the IFTE Fleet.  SDA performs data analysis on IFTE COTS Systems and provides field technical support on those systems. Frequent briefings on IFTE field performance are given to the Navy’s
Strategic Systems Project Office (SSPO).  SDA managed a rapid response IFTE TARVAN repair and refurbishment program. Statement of Work (SOW), installation drawing, project schedule, vendor selection, contract management, and technical issue resolution tasks were managed and coordinated across a diverse engineering team of government and commercial personnel located across the United States.

Navy Signal Processor ISEA Provide on site technical support to the Navy Signal Processor In Service Engineering Activity (ISEA) located at NSWC, Crane. Mechanical packaging, electronics, wiring, documentation review, and field service tasks are performed supporting the  AN/UYS-1(V), AN/UYS-2 (SEM B) and AN/UYS-2A (SEM E). Provided electrical and mechanical engineering support to the Enhanced Modular Signal Processor (EMSP) Alternate Commercial Off The Shelf (COTS) Variant (ACV) prototype development project. Designed alternate power system using COTS and Government Off The Shelf (GOTS) items. Evaluated conversion of existing enclosure vs. new design to survive the
rigors of a helicopter environment and provide adequate cooling and shock protection for proposed COTS and GOTS electronic items while reducing overall weight.

H-60 Armed Helicopter Provided systems engineering support to NAWC in the rapid development of a family of common Stores Management Units (SMU) for several versions of the H-60 helicopter series. Activities involve development of plans that define the hardware, software tools, and interfaces to be used in SMU test stations and the identification of areas of the hardware/software environment that pose technical and/or
schedule risk to the program. Coordinated installation of a Wide Area Network (WAN) system linking 5 remote government and contractor sites to a software development laboratory maintained at NAWC Indianapolis.

Angle Rate Bombing System(ARBS) Designed and fabricated the automated ARBS power supply test station for Navy depot support.

FMEA Developed a customized FMEA process based on MIL SPEC for Delco Electronics. Performed approximately a dozen FMEAs on ABS, Engine Management, Body Management, and brake systems for Delco Electronics, Delco Moraine, and GM Proving Ground. Performed FMEAs on Cummins Electronics auto-shift systems. Automated Test/QA Equipment Developed and built automated test system for Allison dual turbine engine electronic control system. Developed and built multi-station production line QA system to fully test various dishwasher models manufactured by Emerson Electric. Developed and built production line system to control sealing of RCA 25 and 27 inch picture tubes.
Reduced scrap rate from nearly 20 % to less than 2%.
